REDEVELOPMENT AGENCY CONSENT CALENDAR


The matter numbered 2 below is considered to be routine by the Redevelopment Agency and may be enacted by one motion without discussion. If discussion is desired, that item may be removed and considered separately.

 2.   1997-98 Community Funding Grant Awards

Concur in recommendation of Director of Community Development and approve 1997-98 Redevelopment Agency Housing Set-Aside funding recommendations listed in Exhibit A, and authorize Director of Community Development to execute contracts.

   ACTION:   Adopt REDEVELOPMENT AGENCY CONSENT CALENDAR or take other action.

 3.   Other Business - The public may present testimony on a matter within the business of this body that is not on this evening's agenda.

 4.   Adjourn as Redevelopment Agency.

 5.   Proclamation - Mental Retardation Awareness Month

Presentation of proclamation declaring March as Mental Retardation Awareness Month.

 6.   Presentation to Police Chief John Stangl

   Presentation of Peace Officer Standards and Training (POST) Executive Certificate to Police Chief John Stangl.

 7.   Appointment - Public Works Commission

Make appointment to Public Works Commission to fill an unexpired term ending June 10, 2000.

 8.   Presentation of California Parks and Recreation Society State and District Awards for Programming Excellence

Presentation of California Parks and Recreation Society State and District Awards for Programming Excellence to Department of Parks and Recreation.


CONSENT CALENDA R

 9.   1997-98 Community Funding Grant Awards

Concur in recommendation of Director of Community Development and approve 1997-98 Community Development Block Grant funding recommendations listed in Exhibit B, and authorize Director of Community Development to execute contracts.

10.   Ordinances for Adoption - General Plan Update - Zoning Ordinance Revisions (PA 96-034)

Concur in recommendation of Director of Community Development and adopt:

   (a)   Ordinance No. 1997-____ Amending Section 27.38.100 of the San Mateo Municipal Code Regarding Building Line and Setback Requirements;


   (Introduced February 18, 1997, Item 14b.)
   and:
(b)   Ordinance No. 1997-____ Reclassifying 401 South Norfolk Street (APN 033-266-060) for Conformance to the General Plan.

   (Introduced February 18, 1997, Item 14c.)
11.   Ordinance for Adoption - Findings of Public Convenience and Necessity for Alcohol Sales

Concur in recommendation of Director of Community Development and adopt:

   (a)   Ordinance No. 1997-____ Adding Chapter 10.38 Regarding Public Convenience and Necessity for Alcohol Sales.


   (Introduced February 18, 1997, Item 13b.)

12.   Award of Contract - 1997 Sanitary Sewer Repair/
Rehabilitation Project, Various Locations Citywide, Phase I

Concur in recommendation of Director of Public Works and award contract to Shaw Pipeline, Inc. for 1997 Sanitary Sewer Repair/Rehabilitation Project: Various Locations Citywide -- Phase I, in the amount of $494,435 for total of base bid and Schedule A; and adopt:

   (a)   Resolution No. ____ (1997) Approving and Authorizing Execution of the Agreement Between the City of San Mateo and Shaw Pipeline, Inc. for the 1997 Sanitary Sewer Repair/Rehabilitation -($494,435).

13.   Accept Work - 1995 Sanitary Sewer Repair/Rehabilitation Project - San Mateo Park and Other Areas

Concur in recommendation of Director of Public Works and accept work of Uniacke Construction for 1995 Sanitary Sewer Repair/Rehabilitation Project: San Mateo Park and Other Areas in the final amount of $343,803.73; and adopt:

   (a)   Resolution No. ____ (1997) Accepting Work and Authorizing the Director of Public Works to File a Notice of Acceptance - 1995 Sanitary Sewer Repair/
Rehabilitation - San Mateo Park and Other Areas.

14.   Workers' Compensation Benefits to Volunteers

Concur in recommendation of Personnel and Organizational Development Manager and extend coverage to Volunteers under self-insured Workers' Compensation Program; and adopt:

   (a)   Resolution No. ____ (1997) Extending Coverage to Volunteers Under the Self-Insured Workers' Compensation Program.

15.   Agreement - Community Service Consulting Group - Plan Check Services

Concur in recommendation of Director of Community Development and approve professional services agreement with Community Service Consulting Group (CSG) for plan check services in an amount not to exceed $100,000; and adopt:

   (a)   Resolution No. ____ (1997) Approving and Authorizing Execution of the Agreement Between the City of San Mateo and Community Service Consulting Group (CSG) for Plan Check Services (Not to Exceed $100,000).

   ACTION:   Adopt CONSENT CALENDAR or take other action.


PUBLIC HEARINGS
Open hearings, hear testimony, close or continue hearings on the following:


16.   Appropriation of Local Law Enforcement Block Grants (LLEBG)

Communication from Police Chief recommending Council hold public hearing and authorize expenditure of federally appropriated Local Law Enforcement Block Grants (LLEBG) and required 1/9 matching funds.

   (a)   Resolution No. ____ (1997) Authorizing the Chief of Police to Expend Federal Law Enforcement Block Grant Funds -- for adoption.

17.   Vacation of Portion of Marina Court Right-of-Way and Portion of Marina Lagoon Maintenance Easement and Acceptance of Dedication of Public Access Easement and Public Utility Easement

Communication from Director of Public Works recommending Council: approve vacating portion of Marina Court, a public street, as shown on map "Marina Gardens, Unit 2"; approve vacating portion of 20-foot wide Marina Lagoon maintenance access easement lying within Lot 1 as shown on map "Marina Gardens, Unit 2; accept public access easement in lieu of payment for value of vacated portion of Marina Court right-of-way and maintenance access easement; and accept public utility easement over entire portion of Marina Court to be vacated.

   (a)   Resolution No. ____ (1997) Approving Abandonment of a Portion of Marina Court and Approval of Easements -- for adoption.

   ACTION:   Approve recommendation and adopt resolution; or take other action.

18.   Proposed Fee Revisions 1997-1998

Communication from Finance Director recommending Council hold a public hearing, establish new fees and approve Consumer Price Index (CPI 2.6%) and other adjustments to existing fees, and approve annual review of developer impact fees and establish finding as required under Government Code Sections 66000 and 66017; and adopt:

   (a)   Resolution No. ____ (1997) Establishing New Fees and Approving Consumer Price Index and Adjustments to Existing Fees -- for adoption.

   ACTION:   Approve recommendation and adopt resolution; or take other action.

19.   OTHER BUSINESS - The public may present testimony on a matter within the business of this body that is not on this evening's agenda.

20.   ADJOURNMENT - Adjourn in memory of long-time San Mateo resident Ed Nagler.
